JOB SUMMARY
The Assistant Director of Information Technology is responsible for
overseeing all the operations and strategic planning of the
Information Technology/GIS Department. Major responsibilities
include: strategic vision, project management, technical support,
solutions integration, data management, and hardware and software
recommendations to all city departments. This position will oversee
the City's Information Infrastructure including Microsoft Windows
Servers, Active Directory infrastructure, Microsoft Office and
Exchange, Public Safety Systems, City-Wide Audio-Visual Equipment,
Telecommunications, Internet service, Cyber Security, Facility
Security and all IT related hardware/software to ensure reliable
data infrastructure including the provision of data backups, data
storage, and data security.
This position has a major impact on the entire organization and
requires a high-level understanding of the City. Attention to
detail is expected, as is use of independent judgment and
application of industry standard principles and best practices of
information technology to solve major policy and technical issues.
The Assistant Director of IT manages and leads the City's IT/GIS
Department.
QUALIFICATIONS
Education and Experience:
- Bachelor's degree in Information Systems, Computer Science,
Public Administration, Business Administration, or closely related
field; Master's degree in Business or Computer Science and related
IT certifications preferred.
- Five to ten years of progressively responsible related
experience in IT administration, strategic planning and project
management.
- Five years of management experience overseeing professional and
technical staff, with two years managing multiple divisions or
equivalent combination of education, experience and training that
provides the required knowledge, skills and abilities.
- Experience in Municipal government is preferred.
- Must pass a pre-employment drug screen, criminal background
check and MVR check. Must possess a valid State of Texas Driver's
License.
- Must pass the Criminal Justice Information System background
check and test.
- Certified Government Chief Information Office (CGCIO)
certification preferred.
Special Requirements:
This work may require the employee to be available other than
regularly scheduled working hours to oversee system changes and to
resolve major operational problems.
Knowledge, Skills and Abilities:
- Extensive knowledge of information and telecommunications
technology, current and emerging trends in municipal
government.
- Considerable knowledge of strategic planning, systems and
project management.
- Proven ability to manage and lead a team of 14+
employees
- Ability to facilitate teams and to lead decision-making
processes in a collaborative environment.
- Knowledge of municipal software applications (i.e. financial
systems, public works, parks/recreation, public safety,
equipment/inventory management, ESRI geographic information system
(GIS), and agenda management) and data integration between
applications.
- Knowledge of the design, implementation, and maintenance of
Microsoft Windows network services, network infrastructure,
Internet access technologies, Cybersecurity initiatives, Microsoft
SQL, Active Directory infrastructure, Microsoft Exchange, Microsoft
Office Suite, and complex integrated systems.
- Knowledge of firewall architecture, network monitoring and
management, and endpoint/server protection solutions and associated
best practices.
- Ability to read and understand technical material, legal
documents, financial reports.
- Ability to create and manage complex budgets for
IT/GIS.
- Ability to create business letters, bid/quote proposals and
other reports.
- Ability to communicate well and make effective public
presentations.
- Ability to effectively manage personnel while promoting
education, motivation and growth for the IT/GIS staff.
- Ability to communicate with all levels of governmental
employees and elected officials.
- Ability to establish and maintain effective working
relationships with all levels of government.
- Understanding of the City's political environment and
sensitivities and ability to function effectively within that
environment.
- Ability to work outside normal hours including weekends to
attend meetings and other IT related events.
